PM defends police use of hidden video cameras

Prime Minister John Key is strongly defending the police use of hidden video cameras, rejecting suggestions they knew what they were doing was illegal.His comments follow scathing comments from some Supreme Court judges in their ruling this month that police covert video surveillance on private property had no legal basis and was, in fact, illegal.”The deliberate unlawfulness of the police conduct in the covert filming … is destructive of an effective and credible system of justice,” wrote Chief Justice Dame Sian Elias.But Mr Key said the Court of Appeal had previously ruled that police planting hidden cameras on private property without consent – but with a search warrant – was legal.

“Those judgements from the Court of Appeal were very clear that video surveillance was admissible and we had no particular reason, as a result of those decisions, and the common law rulings in the last 15 years, to consider that to be anything other than a lawful position.”A bill to make covert video surveillance lawful will be rushed through parliament with a shortened select committee process in the next two weeks.The Video Camera Surveillance (Temporary Measures) Bill aims to side-step the Supreme Court decision, which will still apply to the Urewera case.

The Government has the numbers to progress it to select committee, but has no guarantee on sufficient support beyond that stage.The bill will be introduced tomorrow and will be tweaked to ensure that it does not give police broader powers than what they had before; courts will still have the ability to rule camera use unlawful if it breaches the Bill of Rights Act protection against unreasonable search and seizure.It will have the support of Act and the Labour parties at the first reading, but ongoing support will depend on what comes out of the select committee hearings.

Sport England failing participants says Richard Caborn

Caborn says Sport England’s aim of increasing participation by one million people is facing “complete failure”.

Sport England figures say 21 sports have seen a decline in participants since 2007/08.

“The Olympics will be a spectacular success but we are not capitalising on that,” Caborn said.

“We are in danger of failing completely on the long-term sporting legacy of the Games.

“There needs to be a major change of direction in the strategy on this if the disastrous decline experienced by many of the sports is to be reversed.”

Figures published by funding body Sport England earlier this year showed hardly any progress has been made towards hitting the target of 7.815m people playing sport three or more times a week by 2012/13.

The latest result from the quarterly Active People survey showed the figure at 6.881m, only a slight increase on the 2007-08 figure of 6.815m. Nine sports saw an increase, as opposed to the 21 that witnessed a decline.

Caborn claims the reason for the failure is that in 2008 it was decided that Sport England should merely fund governing bodies instead of involving local authorities and regional sports councils in boosting participation. Sport England insist however that is not the case.

Caborn added: “The key to this is Sport England changed the strategy in 2008 and has basically been just acting as a bank, funding governing bodies.

“They have failed on just about every count. They are responsible for the structure of grassroots participation and now need to change course and provide leadership.”

The 67-year old will make the claims in a keynote speech to the annual meeting of the Sports and Recreation Trust Association (Sporta) in Birmingham on Wednesday.

Sport England’s chairman Richard Lewis insisted participation levels were rising but admitted the rate of increase needed to rise much quicker.

Lewis said: “The number of people playing sport is increasing, but the pace of change needs to increase significantly over the next 12 months and beyond.

“Sports such as cycling and netball are already demonstrating what can be achieved through innovative approaches that focus on what people want from grassroots sport.

The Government insisted there was more to sporting legacy than just participation.

A spokesperson for the department of culture, media and sport said: “Creating a sporting legacy from London 2012 is a key pillar of the Government’s sporting strategy.

“A national School Games sporting competition, an investment of 135m in grassroots sport through Sport England’s ‘Places People Play’, together with the very real prospect of significant British success in the Games next year, will create a springboard for a fitter, healthier and more confident nation in the years to come.”

Slovaks Love and Hate Euro; Bailout May Lie in Between

In a television advertisement for the popular Slovak beer Zlaty Bazant, a grinning man with a paunch stands on a sunny beach, nodding his head as the narrator says, “To want to borrow from everyone, that is Greek.” The ad then cuts to a skinny man, standing in a field, who shakes his head. “To not want to lend to anyone,” the narrator says, “that is Slovak.”

The commercial has touched a nerve here in the second-poorest country in the euro currency zone, where the average worker earns just over $1,000 a month. The prospect of guaranteeing the debt of richer but more spendthrift countries like Greece, Portugal and even Italy has led to public outrage. So much so that tiny Slovakia now threatens to derail a collective European bailout fund to shore up the euro, which requires the approval of all 17 countries that use the currency.

Once among the most enthusiastic new members of the European Union, and an early adopter of the euro in Eastern Europe, Slovakia is proud of its strong growth and eager to leave behind its reputation as the “other half” of Czechoslovakia. But it has also become a stark example of the love-hate relationship that many residents of the Continent have begun to feel toward a united Europe.

Adopting the euro required hard sacrifices here that stand in sharp contrast to reports of overspending and mismanagement in Greece. The worries about the union’s future are all too real in smaller, poorer countries like Slovakia, which has about 5.5 million people, and is being asked to contribute $10 billion in debt guarantees to a $590 billion euro zone stability fund.

Not far from the new malls and hotels along the River Danube is Trhovisko Mileticova, a market dating from Communist times, where pensioners search for bargains among the barrels of pickled vegetables and cheap synthetic blouses from Asia. “It’s tough to get by with euros,” said Zuzana Kerakova, 64, who sells grapes at the market to supplement the combined 600 euros — about $804 — that she and her husband receive from a government pension every month.

How Exercise Benefits Arthritis Patients

Regular exercise benefits everyone by increasing your stamina and energy. If you have arthritis it is especially important to exercise regularly. Not only will you reduce your risk of other diseases; but your joints and
muscles will feel better and you will feel more energized.

Arthritis is a common reason for people to give up exercising but inactivity only increases the stiffness and fatigue associated with the disease. Regular exercise will not only improve joint circulation and decrease joint swelling but it also keeps the cartilage and bones healthy.

By understanding physical fitness and exercise you’ll not only feel better; you will improve your health and also manage your arthritis. If you are determined to live a healthier and more productive life and not be at the mercy of arthritis, work out with some of these exercises.

Flexability Exercises

Flexability exercises, or range of motion exercises are the foundation of any exercise program. They are especially important for the person with arthritis. The purpose is to increase flexability in the joints and muscles.

Flexability exercises should be done slowly and should be performed before more vigorous exercises. Before doing other exercises work up to fifteen minutes with the flexability exercises so that you will have the endurance needed for strengthening and aerobic exercise.

Strengthening Exercises

Strengthening exercises are also known as resistance exercises. The lack of exercise causes muscles to become weak. If your muscles are strong, they will be able to absorb shock and support the joints. Having strong muscles is necessary to perform many of our daily tasks. Gradually increase your strengthening exercises so that you are not causing your muscles to become sore after you exercise.

Aerobic Exercises

Aerobic exercises can include walking, hiking, swimming, skating, mowing the lawn, bicycling, playing golf or doing any physical exercise where you are continually moving your legs and arms.

Including aerobics into your fitness program puts you at less risk of developing heart disease, high blood pressure and diabetes. It is the kind of exercise that will help control your weight, strengthen you bones, decreases stress and makes you more energetic. At the same time, it will increase flexability and improves mobility.

If you are not currently following an exercise program you don’t have to come up with a new exercise to do right away. Just find ways to add more physical activity to your regular daily routines. You could start by taking short ten minute walks three times a day; building your exercise up to thirty minutes. Once you accomplish this; you will be ready to start on other methods of aerobic exercise.

You need to make sure you are exercising on a regular basis and gradually increase the time so that you are not getting exhausted or causing your muscles and joints to become painful by trying to do too much too fast.

When you begin any aerobic exercise it is important that you warm-up. This will raise the temperature in your muscles and joints, increases circulation and flexability and prepares your heart to work harder. An example of a warm-up routine, if you are walking; would be to walk slowly for ten to fifteen minutes before getting into more vigorous walking.

The cool-down period is important as well. After you have been vigorously walking let your body slow down for the last ten minutes, so that your heart rate slows and you lose some of the heat that you generated by walking vigorously. Slow down to a casual stroll.

Whatever exercise program you decide is best for you, remember to work up to the thirty minutes per day slowly and be consistent for at least three to four days a week.

Hickory hardwood is practical, as well, for flooring. In terms of physical composition, hickory has closed grain with some definition and has a Janka scale rating of 1820 – one of the highest for a domestic species.While these qualities make hickory desirable for flooring, the hardwood has a handful of noticeable drawbacks: the high density makes sawing, sanding, and machining difficult, and the closed grain has tendency to give finish a blotched appearance. Although prefinished hickory is one option, what can you do if you want to choose your own finish and stain?

First, for a smooth surface, hickory must be sanded with a belt sander. Preferably, an 80-grit belt should be used for the majority of the job, while a 120-grit belt can smooth the surface and a 220-grit belt is ideal for finishing touches.As far as adding your own stain or finish is concerned, however, clear or a lighter shade keeps the contrasting appearance intact, while a darker color obscures it. When dealing with standard unfinished hickory flooring, a homeowner has two options for getting around this difficulty: wood conditioner or water-popping. Wood conditioner seals off the grain, while water-popping involves wiping down the wood with a damp cloth to open its grain. In either instance, the stain or finish should be applied as soon as possible.

Hand-scraped hickory flooring is a third option. Hand-scraped hardwoods, in general, do not have a smooth appearance like standard unfinished flooring. Instead, all planks are distressed by hand, and the rougher or aged appearance camouflages blotching better.Not all hand-scraped hickory hardwood is the same. With different varieties are available, the hardwood is altered through aging, brushing or scraping, or adding a darker finish to accent the distressing. Additionally, although hand-scraped hickory can be purchased directly, the hardwood can be custom distressed before a finish is added.

In the midst of a rather bizarre edition of “Saturday Night Live” this week, Alec Baldwin managed to steal the show during this weekend edition of “Weekend Update” — playing what was effectively himself impersonating an American Airlines pilot.The point of this sketch was obvious — for Alec to pretend as if he was getting an apology for the airline for supposedly acting rude to him for playing a cell phone game while he was waiting for the plane to take off on board the cabin. (The airlines, meanwhile, has said that they made the decision to remove Alec based on him slamming the door of the restroom and being “rude” to the flight crew.)
